Copy Universe Studio three-tier layout into fi: launcher, Electron desktop, React studio-ui, Python studio-server on port 9791 with health forge-intelligence-studio. Visual hash Fis.

Do

1. Add scripts/start-intelligence-studio.sh, desktop/, studio-ui/, studio-server/studio_server.py.
2. Build SPA to studio-server/static/studio/; shell attrs hash="Fis" + data-ks-hash="Fis".
3. Rail stubs: Library, Heatmap, Coverage, Cases, Sessions, Creativity.
