S01 — IRS + MO deep I1

Plan

Deepen general.information-retrieval-synthesis and general.measurement-observation to deep I1 (coordinators, fixtures ≈ caps, eval green). Gap audit must report shallow_packs=0.

Do

1. Run python3 tools/remediate_lmeta_lcdl.py deep-i1 targeting IRS/MO extension packs under packs/extensions/.
2. Wire coordinators, lmeta_refs/lcdl_task_refs, and eval suites so depth class is no longer shallow.
3. Regenerate gap report before gate.

Fix remaining shallow IRS/MO packs; re-run remediation + gate until shallow_packs=0.
