Release conditions
- schema-valid artifact envelopes;
- complete material provenance;
- independent verification receipts;
- no unresolved blocker counterexample;
- clean-room audit where applicable;
- golden normal, edge, ambiguity, adversarial, conflict, escalation, and cross-intelligence fixtures.
