L02 — U0 extensions

Plan

Close U0 floor gaps for IRS and MO packs: unit files, LCDL contracts, coordinator policies. Use remediation helper after L01 audit baseline.

Do

1. Run python3 tools/remediate_lmeta_lcdl.py extensions (materialize missing U0 artifacts).
2. Target general.information-retrieval-synthesis and general.measurement-observation uplift briefs.
3. Re-run gap audit for phase L02 before gate.

Check

Act

Hand-fix any remediation stubs the tool cannot complete; re-run extensions + gate until green.
