L08 — Handbook and CI closeout

Plan

Link gap report and maturity feature FI-MATU-002 in handbook surfaces. Run full CI bundle; mirror docs to fiw if needed.

Do

1. Add LMETA-LCDL-GAP-REPORT link to docs/index.md.
2. Register FI-MATU-002 (audit_lmeta_lcdl_gaps) in docs/handbook/shared/feature-index.md.
3. Run ./scripts/ci-validate-bundle.sh; mirror docs/ to fiw and python3 generator/build-site.py when publishing.
