Create system pages paired to each operator page (except FI-GUIDE-001). Link to canonical deep docs — do not duplicate NODE-CATALOG or full wiki trees.

Do

  1. System README with maintainer index and deep-doc links.
  2. One system page per FI-CORE / FI-MODE / FI-PACK / FI-SESS / FI-BND feature.
  3. Update feature-index and traceability-matrix.
