H06 — Build and gate

Plan

Finalize gate script. Mirror docs to fiw submodule. Run build-site.py. Verify operator HTML routes.

Do

1. Ensure scripts/handbook-dual-wiki-pdca/check-phase-gate.sh covers H00–H06.
2. Mirror docs/ from fi to forge-intelligence-website/forge-intelligence/docs/ (preserve submodule .git).
3. From fiw: python3 generator/build-site.py
4. Confirm website/docs_source_map.json includes handbook/operator paths.
