Before merging uplift artifacts into forge-intelligence:

[ ] Step U0_i1_floor target met: I1_runtime on allowlist with policy stub and ≥1 golden fixture
[ ] No recommendation exceeds repo ceiling (I2_integrated / A1_supervised)
[ ] Registry changes (if any) are backed by fixtures, validators, or integration case evidence
[ ] python3 tools/generate_intelligence_maturity.py regenerates without manual table edits
[ ] Eval suite for measurement-observation remains pass (or n/a for I0 extensions)
[ ] Risk class moderate respected for autonomy promotions
